English Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent study of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and open spaces to support their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities attempting to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in southeast England announced its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Fiscal Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to raise council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but some of these take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils recently also found council budgets being strained by the growing number of young people and older individuals needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have cut or compromised care services in the last year, the survey revealed.
